The mission of the BIPART Research Center – promoting the reform of the public administration system in Belarus in accordance with modern principles and practices. We bring together people who want to improve the quality of governance in our country and study this issue.
The BIPART Research Center continues to publish a regular digest of news about public administration in Belarus and its own research. The issues are available in Belarusian and English. This issue of the digest contains a review of news for November-December 2024, and this – for January-February 2025.
Read moreThe period from 2020 to 2024 has been extremely challenging and arguably the most dramatic in the relatively short history of civil society in Belarus. Civil society organizations (CSOs) faced various forms of repression, and the vast majority were ultimately shut down within the country. Many relocated abroad, where they managed to stabilize and continue their activities in some form, while a few organizations found ways to carry on their work inside Belarus. This general description applies to the third sector as a whole; however, the period has not been uniform.

The text analyzes the cooperation between civil society organizations (CSOs) and initiatives in the second half of 2023 and the beginning of 2024. However, this timeframe is rather provisional, as the research questions generally pertain to a longer period – post-2020.
